This has been available for more than a month for now, and I found it really useful when there are developers creating PR just after creating a branch in repository for their work.
The issue with creating PR straight after creating a branch, and doing some work done, is that the reviewers do not really know if the work is fully finished and tested or not.
Once the PR is created as a Draft, developers can commit their changes as many as they want while the reviewers wait until it becomes "ready for review".
In this reason, I recommend creating this "draft pull request".
